Starting a team
It's great fun to get a team together. Whether this is within the structure of an existing club or you're starting from scratch you'll find the effort (and it isn't too onerous) is well worth it.

See if you can start one! This might not necessarily be down to you alone; with a bit of luck one of the other parents can be cajoled into helping or to take the lead role themselves.

Moving to a new area
If you've moved home the best way to find which clubs exist in your new area is to contact the local football association. They will be able to provide you with contact details and as they will only be for affiliated clubs you will be starting your search the right way. A quick internet search should get you heading quickly in the right direction.
